Tianjin Municipal Market Supervision Commission issued the "Implementation Plan for Mandatory Verification of Electric Vehicle Charging Piles in Tianjin"

To orderly advance the mandatory verification work of electric vehicle charging piles (hereinafter referred to as charging piles) in Tianjin, maintain the metrological order of the electric vehicle charging market, and protect the legitimate rights and interests of both parties in transactions, the Tianjin Municipal Market Supervision Commission recently formulated the "Implementation Plan for Mandatory Verification of Electric Vehicle Charging Piles in Tianjin" based on the actual situation of our city.
The plan clearly states adherence to the working principles of "problem-oriented, focusing on key points, hierarchical protection, and coordinated promotion," actively, steadily, and orderly advancing the mandatory verification work of charging piles in our city to ensure the accuracy of charging pile measurements. According to the verification cycle, sampling verification will be conducted on charging piles currently in operation in our city, aiming to basically clear the existing stock within three years (the verification cycle will be readjusted after the operation of the city's charging pile online monitoring platform); newly installed charging piles will undergo mandatory verification before operation to achieve dynamic clearance of increments; research on the charging pile online monitoring platform will be accelerated, striving to realize a new type of mandatory verification model combining online monitoring and sampling verification by the end of 2023.
At the same time, the plan clarifies the scope of mandatory verification, division of tasks for mandatory verification, work arrangements for mandatory verification, and implementation of mandatory verification. Mandatory verification will be implemented for charging piles used for trade settlement that directly provide charging services to the public (including electric vehicle AC charging piles and electric vehicle off-board chargers). Charging piles used internally within households or units that do not provide charging services to the public are not within the scope of mandatory verification. According to the "Tianjin Metrology Management Regulations," charging piles newly installed after January 1, 2023, must undergo mandatory verification before operation; those not verified or failing verification are not allowed to be used. For charging piles that have been in operation before December 31, 2022, mandatory verification will be implemented by sampling verification starting from January 1, 2023.
All relevant units are required to strengthen organizational leadership, ensure funding support, innovate regulatory methods, and reinforce legal safeguards. They should fully recognize the importance and significance of implementing mandatory verification for charging piles, strengthen responsibility implementation, and steadily and orderly advance the mandatory verification work of charging piles in our city. Efforts should be made to enhance publicity of metrology laws and regulations and legal metrology requirements for charging piles, guide charging pile operating enterprises to enhance legal metrology awareness, enforce the main responsibility of enterprises, regulate metrological behavior, improve the consciousness of abiding by laws and regulations and honesty, and promote the healthy development of the industry.
