Zhuhai plans to establish a "one-kilometer" public fast charging service circle, aiming to build 46,700 charging stations by the end of 2025.

Recently, the Zhuhai Development and Reform Bureau compiled and issued the "Zhuhai Electric Vehicle Charging Infrastructure 14th Five-Year Plan." The plan proposes that by the end of 2025, Zhuhai will have built approximately 46,700 charging piles of various types, achieving a public charging infrastructure service radius of less than 1 kilometer throughout the city.

The city's electric vehicle ownership growth rate exceeds 50%.

With key enterprises in the automotive industry continuously increasing their efforts in technological innovation, electric vehicle technology has steadily advanced, and consumers' willingness to purchase and use electric vehicles has gradually increased, leading to rapid growth in Zhuhai's electric vehicle ownership. During the 13th Five-Year Plan period, Zhuhai's electric vehicle ownership grew at an average annual rate of over 50%, with the proportion of new electric vehicles among new motor vehicles rising year by year. By the end of 2020, Zhuhai had about 12,000 electric vehicles, with an electrification penetration rate of 1.6%. Among them, there were 2,391 electric buses with a 100% electrification rate, and about 6,000 private electric passenger vehicles. While the public bus sector has fully achieved electrification, there remains significant potential for promotion and application in the private electric passenger vehicle sector. Furthermore, the Zhuhai electric vehicle market is expected to continue rapid growth, with an average annual growth rate of 50%-60% during the 14th Five-Year Plan period, and the number of electric vehicles in Zhuhai is projected to reach between 90,000 and 130,000 by 2025.

By the end of 2020, Zhuhai had cumulatively built 484 public and dedicated charging stations, with 2,998 charging piles, achieving a total charging power of 353,422 kilowatts. Public charging stations accounted for 86.16% of the distribution, with large shopping malls, cultural and sports venues, major bus stations, and transportation hubs in the city center basically equipped with public and dedicated charging facilities. In terms of private charging facilities, Zhuhai has built about 3,000 private AC charging piles. Despite this, the construction of the electric vehicle charging guarantee network still faces issues such as uneven distribution of existing charging facilities, slow progress in building charging infrastructure in residential communities, and the lack of interconnection and interoperability among infrastructure platforms.

Build 46,700 charging piles by the end of 2025.

To address the problems in the construction of the electric vehicle charging guarantee network, the plan proposes that by the end of 2025, Zhuhai will build a moderately advanced, interconnected, intelligent, efficient, safe, and reliable charging service network to effectively meet the charging service demand for about 100,000 electric vehicles. The plan includes building approximately 46,700 charging piles of various types, piloting a unified construction and management model to build 40 residential community charging points, and gradually forming a charging network covering Zhuhai that combines fast and slow charging in an orderly manner. At that time, the public charging infrastructure service radius in Zhuhai will be less than 1 kilometer, achieving a vehicle-to-charging pile ratio of 2.1:1.

The plan mentions prioritizing the construction of public charging facilities in parking lots associated with commercial centers, large supermarkets, office buildings, cultural and sports venues, as well as various public parking lots such as transportation hubs, park-and-ride facilities, and tourist attractions. For newly built residential communities, charging parking spaces should in principle be constructed or reserved for charging facility installation conditions at 100% of total parking spaces, with no less than 10% of parking spaces completed with charging facilities simultaneously with the residential project. For existing residential communities, renovation or addition of charging infrastructure should be promoted at a ratio of no less than 10% of total parking spaces.

Promote interconnection and interoperability of charging platforms.

The plan also mentions accelerating the interconnection and interoperability of charging operation enterprise platforms to achieve information sharing and cross-platform, multi-channel payment and settlement, improving charging convenience and user experience. At the same time, it encourages various market entities to carry out charging facility construction through multiple cooperation models under the principles of fairness and voluntariness, continuously strengthening the construction capacity of charging facilities. It effectively integrates various public resources such as bus and taxi stations and social public parking lots, encourages and guides third-party social capital to invest in the construction and operation of public service charging infrastructure and intelligent service platforms. It fully leverages the market role, explores new models for the construction and operation of charging facilities in residential communities, and encourages charging facility construction and operation enterprises, property service companies, developers, and others to participate in the construction and operation of residential area charging infrastructure.

The plan states that while promoting the implementation of new technologies such as high-power charging, intelligent and orderly charging, and vehicle-grid interaction, it will also expand new business models based on new technologies. Relying on Zhuhai's charging facility management platform, it will tap into the value of charging big data, explore typical application scenarios such as charging station layout auxiliary analysis and vehicle safety analysis, build a "platform+" service ecosystem, and improve the quality and efficiency of industrial development. Combining various public and dedicated charging facilities, it will expand extended services such as vehicle rental, advertising, and catering to increase operating income. It will explore demonstration construction of electric vehicle participation in grid interaction, effectively aggregating adjustable charging and discharging resources of electric vehicles to participate in demand response and auxiliary services.

As a core city on the west bank of the Pearl River Estuary and an important node city in the Guangdong-Hong Kong-Macao Greater Bay Area, Zhuhai has successively introduced a series of policy documents in recent years, such as the "Zhuhai New Energy Vehicle Promotion and Application Implementation Plan" and the "Zhuhai New Energy Vehicle Charging Infrastructure 13th Five-Year Plan." Now, Zhuhai is striving to promote the "second entrepreneurship" of the special economic zone to accelerate development, build a green economic system, promote green travel methods, promote green consumption models, comprehensively advance the scientific layout and construction of charging infrastructure, and accelerate the construction of an intelligent, efficient, convenient, and safe charging service system.
