Fujian Province Promotes the Construction of "Light Storage Charging Inspection" Charging Infrastructure

To deepen the construction of "Electric Fujian" and adapt to the rapidly growing demand for new energy vehicle charging, recently, the Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Housing and Urban-Rural Development, Department of Transportation, Market Supervision Bureau, Emergency Management Department, and Department of Natural Resources jointly issued the "Fujian Province 'Photovoltaic-Storage-Charging-Inspection' Charging Infrastructure Construction Management Guidelines (Trial)" (hereinafter referred to as the "Guidelines"), proposing support for the construction and operation of the new generation of "Photovoltaic-Storage-Charging-Inspection" charging infrastructure and accelerating the promotion and application of related equipment.

The "Photovoltaic-Storage-Charging-Inspection" charging infrastructure refers to integrated comprehensive charging facilities that combine photovoltaic power generation systems, energy storage battery systems, new energy vehicle charging systems, power battery online inspection systems, and smart energy management cloud platform access functions, as well as the synchronous construction of supporting facilities such as photovoltaic canopies over parking spaces, lounges, public restrooms, and convenience stores.

The "Guidelines" propose that the "Photovoltaic-Storage-Charging-Inspection" charging infrastructure should be included in the special plans for charging infrastructure construction at the provincial, municipal, and Pingtan Comprehensive Experimental Zone levels; related land use should be incorporated into national spatial planning, and coordinated and comprehensively promoted according to the principles of "moderate advancement, vehicle-pile matching, and intelligent efficiency"; support the construction of "Photovoltaic-Storage-Charging-Inspection" charging infrastructure in public areas with conditions such as public parking lots, industrial and logistics parks, scenic spots, highway service areas, and commercial districts; encourage manufacturers of photovoltaic power generation systems, energy storage battery systems, and new energy vehicle charging systems to participate in the construction of "Photovoltaic-Storage-Charging-Inspection" charging infrastructure; and strive to build 200 "Photovoltaic-Storage-Charging-Inspection" charging infrastructures across the province by 2025.

The "Guidelines" stipulate standards for the construction, approval processes, safety regulations, and operation and maintenance of "Photovoltaic-Storage-Charging-Inspection" charging infrastructure.

According to the industry and information technology department, as of March this year, "Photovoltaic-Storage-Charging-Inspection" intelligent supercharging stations have been built and put into operation in locations such as Fuzhou Taijiang Financial Street, Fuzhou South Railway Station, Fuzhou Mawei Internet of Things Center, Fuzhou Kuai'an Bus Terminal, Ningde Lithium Battery Town, and Ningde Convention and Exhibition Center. In addition, the station located on Jiangbin Avenue in Mawei, Fuzhou, will become Fujian Province's first offline "Low-Carbon Technology Life Experience Center" integrating rooftop photovoltaics, home energy storage, outdoor energy storage, new energy vehicle charging, vehicle battery online inspection, offline experience of vehicle charging product lines, and outdoor low-carbon camping functions.
