State Administration for Market Regulation issued: Implementation Rules for Quality Supervision and Spot Check of Electric Vehicle Charging Pile Products (2024 Edition)

On May 29, the official website of the State Administration for Market Regulation issued an announcement on the implementation rules for quality supervision and random inspection of 147 products including servers, and for the first time released the "Implementation Rules for Quality Supervision and Random Inspection of Electric Vehicle Charging Pile Products (2024 Edition)", which clarifies the sampling methods used during supervision and inspection, the inspection basis for AC and DC charging piles, and the determination rules.

1 Sampling Method

Samples are taken by random sampling from the products awaiting sale by the sampled producers or sellers.

Random numbers can generally be generated using methods such as random number tables.

Two samples are taken from each batch of products, one as the inspection sample and one as the backup sample.

For products implementing enterprise standards, group standards, or local standards, the inspection items shall be carried out with reference to the above content.

For documents with a date, all subsequent amendments (excluding errata) or revised versions do not apply to these rules. For documents without a date, the latest version applies to these rules.

3 Determination Rules

3.1 Basis of Standards

Currently effective enterprise standards, group standards, local standards, and explicitly stated product quality requirements

3.2 Determination Principles

If all inspection items pass, the sampled product is determined to have no defects in the inspected items; if any one or more inspection items fail, the sampled product is determined to be non-compliant.

If the explicitly stated quality requirements of the inspected product are higher than the standard requirements on which the inspection items in these rules are based, the determination shall be made according to the explicitly stated quality requirements of the inspected product.

If the explicitly stated quality requirements of the inspected product are lower than the mandatory standard requirements on which the inspection items in these rules are based, the determination shall be made according to the mandatory standard requirements.

If the explicitly stated quality requirements of the inspected product are lower than or include the recommended standard requirements on which the inspection items in these rules are based, the determination shall be made according to the explicitly stated quality requirements of the inspected product.

If the explicitly stated quality requirements of the inspected product lack the mandatory standard requirements on which the inspection items in these rules are based, the determination shall be made according to the mandatory standard requirements.

If the explicitly stated quality requirements of the inspected product lack the recommended standard requirements on which the inspection items in these rules are based, that item shall not be included in the determination.
