Guangdong Province Large-scale Equipment Upgrade and Renovation Plan for Charging Infrastructure (2024-2027)

To implement the national and provincial deployment on large-scale equipment renewal and consumer goods trade-in, in accordance with the "Notice of the Guangdong Provincial People's Government on Issuing the Implementation Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in in Guangdong Province" (Yuefu [2024] No. 27) and the "Notice of the Guangdong Provincial Development and Reform Commission on Issuing the Work Plan for Large-scale Equipment Renewal in the Energy Sector of Guangdong Province" (Yuefa Gai Energy [2024] No. 117), our bureau, together with relevant units and cities, has carefully reviewed the demand for charging facility upgrades and accordingly compiled the "Guangdong Province Charging (Exchange) Infrastructure Equipment Renewal and Upgrade Plan (2024-2027)" (see attachment). It is now issued to you for organized implementation.
1. Our province started early in building charging infrastructure and has a large base. Many charging facilities have been in service for a long time or have low original charging power, and it is time for renewal. We will dynamically promote the upgrade of charging infrastructure equipment with power below 60 kW or in service for more than 5 years to facilities with power of 120 kW or above, or ultra-fast charging facilities of 360 kW and above. This will help improve charging efficiency, save land resources, serve more vehicle models, and support industrial development.
2. Charging operators are encouraged to adopt various business models and update and upgrade equipment through methods such as "converting AC piles to intelligent orderly charging piles," "converting AC piles to DC piles," "increasing voltage on DC piles," "converting single piles to charging stacks," "converting unidirectional charging piles to bidirectional intelligent orderly charging and discharging piles," and "upgrading charging piles to integrated photovoltaic-storage-charging systems." Charging stations with high traffic flow such as highway service areas, commercial centers, industrial centers, and leisure centers are encouraged to accelerate equipment renewal and upgrades.
3. Guangdong Power Grid Corporation and Shenzhen Power Supply Bureau should coordinate with local cities and highway service area charging infrastructure renewal plans, as well as rural revitalization and the "Hundreds, Thousands, and Tens of Thousands Project" construction, to prepare corresponding supporting power facility capacity expansion and upgrade plans to meet power demand.
4. Support the application of local government special bonds and other supports for charging facility equipment renewal and upgrade projects. Relevant units and cities are requested to submit quarterly reports on the annual construction plans and the implementation status of annual equipment renewal and upgrade plans for charging facilities.
